Narrative:

I was the captain on flight on mar/xx/95 from jan to bhm. We departed jan at XX58 local. As we were climbing to our assigned cruise altitude of 30000 ft we received further clearance to descend to cross a point 75 mi west of vuz VOR at or below FL210 and to descend pilots discretion to maintain 13000 ft. We set 13000 in the altitude window of the mode control panel and proceeded to build the crossing point in the FMC. The aircraft continued to climb toward the original planned cruising altitude. If the climb limit had been lower than programmed cruise altitude the aircraft would not have leveled off. As we started our descent we received a RA or TCASII.

AS WE WERE CLBING TO OUR ASSIGNED CRUISE ALT OF 30000 FT WE RECEIVED FURTHER CLRNC TO DSND TO CROSS A POINT 75 MI W OF VUZ VOR AT OR BELOW FL210 AND TO DSND PLTS DISCRETION TO MAINTAIN 13000 FT. WE SET 13000 IN THE ALT WINDOW OF THE MODE CTL PANEL AND PROCEEDED TO BUILD THE XING POINT IN THE FMC. THE ACFT CONTINUED TO CLB TOWARD THE ORIGINAL PLANNED CRUISING ALT. IF THE CLB LIMIT HAD BEEN LOWER THAN PROGRAMMED CRUISE ALT THE ACFT WOULD NOT HAVE LEVELED OFF. AS WE STARTED OUR DSCNT WE RECEIVED A RA OR TCASII.
