Narrative:

Local control developmental told the ground controller to cross an aircraft at taxiway G. There will be an aircraft in the hold position. Local controller thought ground controller saw the touch-and-go and would cross behind. The ground controller did not know about the touch-and-go aircraft. Ground controller tried to stop the crossing aircraft, but they kept taxiing across. The touch-and-go aircraft decided to make a full stop.

Title: BREAKDOWN IN ANC TWR BTWN LCL CTLR AND GND CTLR AS C150 IS CLRED TO CROSS RWY AND C172 MAKES EVASIVE MANEUVER.

Narrative: LCL CTL DEVELOPMENTAL TOLD THE GND CTLR TO CROSS AN ACFT AT TXWY G. THERE WILL BE AN ACFT IN THE HOLD POS. LCL CTLR THOUGHT GND CTLR SAW THE TOUCH-AND-GO AND WOULD CROSS BEHIND. THE GND CTLR DID NOT KNOW ABOUT THE TOUCH-AND-GO ACFT. GND CTLR TRIED TO STOP THE XING ACFT, BUT THEY KEPT TAXIING ACROSS. THE TOUCH-AND-GO ACFT DECIDED TO MAKE A FULL STOP.
