Narrative:

VFR from tillamook (S47) to north bend (oth). Oth reported IFR with ceiling 600-700 ft. Low cloud/fog bank held over the airport extending from a north/south line about 200 yards east of the field westward. East of that north/south line, WX was cavu. Circling at 2500 ft, 5 mi east, the airport was in full view. Mcminnville FSS advised contacting ZSE regarding SVFR. Contacted ZSE and received SVFR clearance to land oth. Reported on ground. Taxied to FBO, unloaded passenger, and took off back the way I came, neglecting to obtain SVFR clearance from ZSE for departure.
