Narrative:

Air carrier X cleared to climb to 14000 ft, confirmed by both crew members and radio readback to ATC. ATC gave frequency change to new center controller. Crew reported actual altitude and climbing to 14000 ft. At 13200 ft crew received a TCASII TA followed immediately by a descending RA and a query by center if we were stopping the climb at 13000 ft. We responded that our clearance was to 14000 ft. ATC asked us to expedite to 13000 ft and later cleared us to a higher altitude and said, 'thanks for the help' at frequency change.

Narrative: ACR X CLRED TO CLB TO 14000 FT, CONFIRMED BY BOTH CREW MEMBERS AND RADIO READBACK TO ATC. ATC GAVE FREQ CHANGE TO NEW CTR CTLR. CREW RPTED ACTUAL ALT AND CLBING TO 14000 FT. AT 13200 FT CREW RECEIVED A TCASII TA FOLLOWED IMMEDIATELY BY A DSNDING RA AND A QUERY BY CTR IF WE WERE STOPPING THE CLB AT 13000 FT. WE RESPONDED THAT OUR CLRNC WAS TO 14000 FT. ATC ASKED US TO EXPEDITE TO 13000 FT AND LATER CLRED US TO A HIGHER ALT AND SAID, 'THANKS FOR THE HELP' AT FREQ CHANGE.
