Narrative:

Sbound air carrier X at FL280 stopped for traffic at FL310. Eastbound traffic at FL290. Sbound traffic passed FL310 traffic and I issued the climb to FL310. 30 seconds later I recognized conflict with FL290 eastbound air carrier Y. I descended sbound air carrier X back to FL280 and turned eastbound air carrier Y 50 degrees left. Loss of separation occurred. Supplemental information from acn 238368: air carrier X was given a climb clearance from FL280 to FL310. Through approximately FL290 our TCASII alerted us of a conflict at our 1 O'clock position, followed by an RA to descend. We made a descending left turn to approximately FL277 and was given a clear of conflict warning. The other air carrier Y was level at FL290. We came within 2 1/2 mi and approximately 800 ft of air carrier Y. The controller was pretty busy at the time.

THROUGH APPROX FL290 OUR TCASII ALERTED US OF A CONFLICT AT OUR 1 O'CLOCK POS, FOLLOWED BY AN RA TO DSND. WE MADE A DSNDING L TURN TO APPROX FL277 AND WAS GIVEN A CLR OF CONFLICT WARNING. THE OTHER ACR Y WAS LEVEL AT FL290. WE CAME WITHIN 2 1/2 MI AND APPROX 800 FT OF ACR Y. THE CTLR WAS PRETTY BUSY AT THE TIME.
