Narrative:

During descent to FL290 received TA on TCASII at 29800. Followed by RA at 29500. RA commanded climb to 2000 ft mark on ivsi. At the time, under control of ZFW (134.02), just after the TA but before the RA, controller said 'air carrier X turn left, turn hard left.' as turn started, got RA and responded with climb while still in turn. I then got visual on air carrier Y who was climbing to FL290 and in a shallow left turn heading eastbound. Air carrier Y was not on our frequency. Ft worth controller said he did not know what air carrier Y 'was doing' and that the (ft worth controller) got a conflict alert on his equipment. Evasive action was not abrupt enough to startle or alarm passenger. Do not know if air carrier Y was aware of conflict or what error caused us both to be cleared to FL290.
