Narrative:

Pou tower called visibility 1 mi. We elected to do approach (ILS) to runway 6 at pou. 200' above minimums tower called visibility 3/8 mi. We had seen runway ever since the OM, which is also final approach fix. It was our opinion that we still had 1 mi or better visibility, so we continued the landing, as we were well beyond the final approach fix. Tower requested a phone call. Unclear as to whether or not we had acted legally or not (tower was unclear).

Title: FLT CREW OF LTT ON APCH INSIDE OUTER MARKER GIVEN RWY VISIBILITY THAT WAS BELOW LNDG MINIMUMS. FLT CREW ALLEGEDLY HAD 1 MILE VISIBILITY FROM COCKPIT, CONTINUED APCH AND LANDED.

TWR REQUESTED A PHONE CALL. UNCLEAR AS TO WHETHER OR NOT WE HAD ACTED LEGALLY OR NOT (TWR WAS UNCLEAR).
