Narrative:

The flight was en route from buffalo to utica. Upon arrival in the griffis TRSA, I was informed that utica was reporting 3/16 or 1/4 mi visibility. However, when I was 10 mi from the airport I didn't see any obstruction to visibility. I asked griffis approach to vector me over the airport. About 3 mi out I had visual contact with the landing runway (9/27) even though visibility was still reported as 1/4 or 3/16. Utica tower was closed, but WX reporting was available. I told griffis that I had the airport and runway in sight. He then cleared me for the contact approach. I landed without incident.

Title: PLT OF AN SMT ATX MADE A CONTACT APCH AND LANDED WHEN THE LATEST WX RPT INDICATED THAT THE VISIBILITY WAS BELOW IFR LNDG MINIMUMS.

Narrative: THE FLT WAS ENRTE FROM BUFFALO TO UTICA. UPON ARR IN THE GRIFFIS TRSA, I WAS INFORMED THAT UTICA WAS RPTING 3/16 OR 1/4 MI VISIBILITY. HOWEVER, WHEN I WAS 10 MI FROM THE ARPT I DIDN'T SEE ANY OBSTRUCTION TO VISIBILITY. I ASKED GRIFFIS APCH TO VECTOR ME OVER THE ARPT. ABOUT 3 MI OUT I HAD VISUAL CONTACT WITH THE LNDG RWY (9/27) EVEN THOUGH VISIBILITY WAS STILL RPTED AS 1/4 OR 3/16. UTICA TWR WAS CLOSED, BUT WX RPTING WAS AVAILABLE. I TOLD GRIFFIS THAT I HAD THE ARPT AND RWY IN SIGHT. HE THEN CLRED ME FOR THE CONTACT APCH. I LANDED WITHOUT INCIDENT.
