Narrative:

Vectored for visual approach to rdg runway 13. WX reported as 10 mi, flight visibility estimated 1-3 mi. Turned onto final at 2 mi. No runway contact. Cleared to 1900 ft. Runway contact. Continued for runway. Visual approach clearance was not given. I thought we had called runway in sight. First officer was not sure. Went below 1900 ft by 200 ft for 10 seconds before visual clearance was given. Normal landing. Tower did not notify us of the lower than reported visibility.
