Narrative:

At approximately XA30Z in 9/88, another pilot whom I'll call D.left., called ZLA and asked about restr areas R4806W and R4808S, and told them that his aircraft and another aircraft were heading west through beatty VOR. ZLA told D.left. That the restr areas were not active at this time and that we could fly directly from st george, ut, where we were starting from to the beatty VOR. Both of us left at approximately XA50Z from st george and flew west. At about XX30Z I called ZLA and asked for following. They told me to contact nellis AFB, which I did. Nellis personnel told me that I had flown through a restr area. I gave them the above information. They said that only part of the restr area was inactive. I told them that ZLA had say that it was not active and that we could fly through it. Nellis said that one of the restr areas was always active 24 hours a day. At that point I was confused. I will investigate and become thoroughly familiar with restr areas and the procedures for flying through them. I quote from my commercial chart, 'most restr areas are designated joint use, and IFR/VFR operations in the area may be authority/authorized by the controling ATC facility when it is not being utilized by the using agency.' the charts show lax ARTCC as the ATC facility. If I did violate restr airspace, it was unintentional and was caused by misinformed from the controling agency. Callback conversation with reporter revealed the following: reporter had received an inquiry from nellis AFB and returned a complete explanation of the incident. No further information from nellis to date. Feels he would have been more comfortable had he received his own briefing versus second hand. Was on a fly in to st george and most of the other pilots deviated around the restr area. Does not feel he is in error because the center advised the restr area was not hot. Not aware if the other pilot is being investigated.

Narrative: AT APPROX XA30Z IN 9/88, ANOTHER PLT WHOM I'LL CALL D.L., CALLED ZLA AND ASKED ABOUT RESTR AREAS R4806W AND R4808S, AND TOLD THEM THAT HIS ACFT AND ANOTHER ACFT WERE HEADING W THROUGH BEATTY VOR. I WILL INVESTIGATE AND BECOME THOROUGHLY FAMILIAR WITH RESTR AREAS AND THE PROCS FOR FLYING THROUGH THEM. I QUOTE FROM MY COMMERCIAL CHART, 'MOST RESTR AREAS ARE DESIGNATED JOINT USE, AND IFR/VFR OPS IN THE AREA MAY BE AUTH BY THE CTLING ATC FAC WHEN IT IS NOT BEING UTILIZED BY THE USING AGENCY.' THE CHARTS SHOW LAX ARTCC AS THE ATC FAC. IF I DID VIOLATE RESTR AIRSPACE, IT WAS UNINTENTIONAL AND WAS CAUSED BY MISINFORMED FROM THE CTLING AGENCY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR HAD RECEIVED AN INQUIRY FROM NELLIS AFB AND RETURNED A COMPLETE EXPLANATION OF THE INCIDENT. NO FURTHER INFO FROM NELLIS TO DATE. FEELS HE WOULD HAVE BEEN MORE COMFORTABLE HAD HE RECEIVED HIS OWN BRIEFING VERSUS SECOND HAND. WAS ON A FLY IN TO ST GEORGE AND MOST OF THE OTHER PLTS DEVIATED AROUND THE RESTR AREA. DOES NOT FEEL HE IS IN ERROR BECAUSE THE CENTER ADVISED THE RESTR AREA WAS NOT HOT. NOT AWARE IF THE OTHER PLT IS BEING INVESTIGATED.
