Narrative:

Air carrier X was at taxi speed and was instructed to turn right and contact ground control; when clear. I had another air carrier X aircraft holding in takeoff position and hold; and ready for departure. Air carrier Y was on final. I noticed that air carrier X stopped on taxiway P with his or her tail still on the runway. I stated to ground control to keep 'him' moving away from the runway. At that time the supervisor interrupted the operation stating that he is moving and clear. I again asked ground control to get air carrier X moving and the supervisor interrupted local control by getting into a contentious debate; stating he was clear. At that point I asked my local monitor if air carrier X was clear. He said no; he was not clear and that his tail was on the runway. My focus was distraction from my job and I was agitated; and I needed to send air carrier Y on a go around since I never had a chance to clear the departing aircraft. This clearly could have been avoided if the supervisor would not have distraction me on the local position. The ground controller also stated that air carrier X was stopped and not moving at the time of the event. I was so mad and agitated; I asked the supervisor to take me off the position. I waited about 10 mins. Afterwards; I said to the supervisor; 'that didn't seem appropriate (getting me into a heated debate) when I am busy for no reason.' I really never understood why the supervisor insisted that he was clear and moving when everyone in the tower knew he was wrong. I can only think the supervisor didn't want me to clear the departure and land the arrival; even though it didn't seem safe; until air carrier X was clear and air carrier X was moving away from the runway.

Title: MDW CTLR DESCRIBED GAR EVENT ALLEGEDLY RESULTING FROM SUPVR DISTR QUESTIONING LNDG ACFT CLRNC OFF RWY.

Narrative: ACR X WAS AT TAXI SPD AND WAS INSTRUCTED TO TURN R AND CONTACT GND CTL; WHEN CLR. I HAD ANOTHER ACR X ACFT HOLDING IN TKOF POS AND HOLD; AND READY FOR DEP. ACR Y WAS ON FINAL. I NOTICED THAT ACR X STOPPED ON TXWY P WITH HIS OR HER TAIL STILL ON THE RWY. I STATED TO GND CTL TO KEEP 'HIM' MOVING AWAY FROM THE RWY. AT THAT TIME THE SUPVR INTERRUPTED THE OP STATING THAT HE IS MOVING AND CLR. I AGAIN ASKED GND CTL TO GET ACR X MOVING AND THE SUPVR INTERRUPTED LCL CTL BY GETTING INTO A CONTENTIOUS DEBATE; STATING HE WAS CLR. AT THAT POINT I ASKED MY LCL MONITOR IF ACR X WAS CLR. HE SAID NO; HE WAS NOT CLR AND THAT HIS TAIL WAS ON THE RWY. MY FOCUS WAS DISTR FROM MY JOB AND I WAS AGITATED; AND I NEEDED TO SEND ACR Y ON A GAR SINCE I NEVER HAD A CHANCE TO CLR THE DEPARTING ACFT. THIS CLEARLY COULD HAVE BEEN AVOIDED IF THE SUPVR WOULD NOT HAVE DISTR ME ON THE LCL POS. THE GND CTLR ALSO STATED THAT ACR X WAS STOPPED AND NOT MOVING AT THE TIME OF THE EVENT. I WAS SO MAD AND AGITATED; I ASKED THE SUPVR TO TAKE ME OFF THE POS. I WAITED ABOUT 10 MINS. AFTERWARDS; I SAID TO THE SUPVR; 'THAT DIDN'T SEEM APPROPRIATE (GETTING ME INTO A HEATED DEBATE) WHEN I AM BUSY FOR NO REASON.' I REALLY NEVER UNDERSTOOD WHY THE SUPVR INSISTED THAT HE WAS CLR AND MOVING WHEN EVERYONE IN THE TWR KNEW HE WAS WRONG. I CAN ONLY THINK THE SUPVR DIDN'T WANT ME TO CLR THE DEP AND LAND THE ARR; EVEN THOUGH IT DIDN'T SEEM SAFE; UNTIL ACR X WAS CLR AND ACR X WAS MOVING AWAY FROM THE RWY.
