Narrative:

ZOA management changed the airspace; procedures and operations of sector 32 at ZOA. This changed the fundamental way air traffic is worked at sector 32 but it was done without regard to the impact on the safety and efficiency of the sector operations. Additionally; the controllers that work this airspace were briefed prior to the implementation of these changes but the actual operating procedures for this airspace were radically changed on the day of implementation (aug/xa/06) without personally briefing the controllers that work the airspace about these changes (see ZOA operations bulletin ZOA-530-006-85). ZOA management has changed time-tested rtes and procedures and replaced them with overly restrictive procedures and an untested routing structure; which has already created at least one natural confliction within ZOA (see ZOA operations bulletin ZOA-530-006-008) and unnecessarily increases the complexity of a sector that is already at maximum capacity and complexity. This is a recurring problem that has so far failed to have been addressed by ZOA management. These unnecessarily restrictive operations have eroded the efficiency of the sector and degraded the ability of ZOA air traffic controllers to provide a service to the flying public; making this complaint the very essence of an unsatisfactory condition.

Title: ZOA CTLR EXPRESSED CONCERN REGARDING RECENT AIRSPACE AND PROCEDURAL CHANGES THAT ADDED TO COMPLEXITY ISSUES.

Narrative: ZOA MGMNT CHANGED THE AIRSPACE; PROCS AND OPS OF SECTOR 32 AT ZOA. THIS CHANGED THE FUNDAMENTAL WAY AIR TFC IS WORKED AT SECTOR 32 BUT IT WAS DONE WITHOUT REGARD TO THE IMPACT ON THE SAFETY AND EFFICIENCY OF THE SECTOR OPS. ADDITIONALLY; THE CTLRS THAT WORK THIS AIRSPACE WERE BRIEFED PRIOR TO THE IMPLEMENTATION OF THESE CHANGES BUT THE ACTUAL OPERATING PROCS FOR THIS AIRSPACE WERE RADICALLY CHANGED ON THE DAY OF IMPLEMENTATION (AUG/XA/06) WITHOUT PERSONALLY BRIEFING THE CTLRS THAT WORK THE AIRSPACE ABOUT THESE CHANGES (SEE ZOA OPS BULLETIN ZOA-530-006-85).
