Narrative:

Earlier this yr; the management at pvd changed our airspace and changed our SOP. These changes were under a 120 day test period during our slower periods of traffic. The test has been a failure in most controller's minds; some supervisor's minds; and we have received many complaints from pilots. The management extended the test by an additional 120 days to gain more data. There is no reason to continue this futile test. There are dangerous safety concerns with the airspace. The SOP is the most anti-customer service oriented program I have ever seen. We are an accident waiting to happen. This test is now extending into our busier traffic that will cause more safety problems. These 2 programs should be stopped and re-evaluated before something happens.

Title: PVD CTLR EXPRESSED CONCERN REGARDING SAFETY AND EFFICIENCY OF NEW SOP AND AIRSPACE TEST.

Narrative: EARLIER THIS YR; THE MGMNT AT PVD CHANGED OUR AIRSPACE AND CHANGED OUR SOP. THESE CHANGES WERE UNDER A 120 DAY TEST PERIOD DURING OUR SLOWER PERIODS OF TFC. THERE IS NO REASON TO CONTINUE THIS FUTILE TEST. THERE ARE DANGEROUS SAFETY CONCERNS WITH THE AIRSPACE. THE SOP IS THE MOST ANTI-CUSTOMER SVC ORIENTED PROGRAM I HAVE EVER SEEN. WE ARE AN ACCIDENT WAITING TO HAPPEN. THIS TEST IS NOW EXTENDING INTO OUR BUSIER TFC THAT WILL CAUSE MORE SAFETY PROBS. THESE 2 PROGRAMS SHOULD BE STOPPED AND RE-EVALUATED BEFORE SOMETHING HAPPENS.
