Narrative:

I was working the north arrival sector at phl TRACON. During this session; the winds had increased to the point that our secondary runway was not being utilized for arrival traffic. During this session the supervisors on duty decided to run an operation called 'SAPR1.' this procedure has rarely been run and caused a vast amount of confusion to all during an extremely busy period. I do not believe all required coordination was completed and associated airspace that is required was not obtained prior to commencing this operation. Since this is a seldom used procedure; it should require at least a briefing to all personnel to refresh them of their responsibilities and should never be initiated in the middle of a heavy arrival bank. This procedure has not been briefed in the last yr and should be a mandatory briefing item to keep personnel familiar with the procedure.

I DO NOT BELIEVE ALL REQUIRED COORD WAS COMPLETED AND ASSOCIATED AIRSPACE THAT IS REQUIRED WAS NOT OBTAINED PRIOR TO COMMENCING THIS OP. SINCE THIS IS A SELDOM USED PROC; IT SHOULD REQUIRE AT LEAST A BRIEFING TO ALL PERSONNEL TO REFRESH THEM OF THEIR RESPONSIBILITIES AND SHOULD NEVER BE INITIATED IN THE MIDDLE OF A HVY ARR BANK. THIS PROC HAS NOT BEEN BRIEFED IN THE LAST YR AND SHOULD BE A MANDATORY BRIEFING ITEM TO KEEP PERSONNEL FAMILIAR WITH THE PROC.
