Narrative:
Per captain; gust lock problem with control columns. Forward gust lock lever moves freely; unable to MEL 27-11 due to step #4 fails. Notified air carrier; faxed solenoid check. At first passed; got with captain and failed; maintenance supervisor called and could not defer.
