Narrative:

Flight left on time. On climb out the flight deck was noticed to be rather chilly. Captain turned up temperature controller for PAC1. After some time the flight deck temperature and cabin temperature only got cooler; not warmer. Even with temperature controller in full hot and in manual mode; the temperature continued to drop. After talking with maintenance control; no solution was offered. Dispatch offered for us to descend. We requested lower from center; they assigned FL340. By this time the flight deck temperature was 8 degrees; cabin temperature 15 degrees. Since the captain and myself were freezing and shivering; we elected to divert to alb; 30 mi from our current location; and sort out the problem on the ground. Had the flight continued the temperatures would have continued to drop; compromising the safety of the flight.

Narrative: FLT LEFT ON TIME. ON CLBOUT THE FLT DECK WAS NOTICED TO BE RATHER CHILLY. CAPT TURNED UP TEMP CTLR FOR PAC1. AFTER SOME TIME THE FLT DECK TEMP AND CABIN TEMP ONLY GOT COOLER; NOT WARMER. EVEN WITH TEMP CTLR IN FULL HOT AND IN MANUAL MODE; THE TEMP CONTINUED TO DROP. AFTER TALKING WITH MAINT CTL; NO SOLUTION WAS OFFERED. DISPATCH OFFERED FOR US TO DSND. WE REQUESTED LOWER FROM CTR; THEY ASSIGNED FL340. BY THIS TIME THE FLT DECK TEMP WAS 8 DEGS; CABIN TEMP 15 DEGS. SINCE THE CAPT AND MYSELF WERE FREEZING AND SHIVERING; WE ELECTED TO DIVERT TO ALB; 30 MI FROM OUR CURRENT LOCATION; AND SORT OUT THE PROB ON THE GND. HAD THE FLT CONTINUED THE TEMPS WOULD HAVE CONTINUED TO DROP; COMPROMISING THE SAFETY OF THE FLT.
