Narrative:
Traffic had been building at the rod low sector with multiple en route traffic, departure traffic from dayton and columbus, oh, and arrs to dayton and columbus. Aircraft #1 departed mgy, a dayton satellite airport, and I initially climbed aircraft to 16000 ft. Traffic was compressing throughout sector below FL220 and I was stair-stepping most of the aircraft through my sector. I later climbed aircraft #1 to 17000 ft. Traffic was aircraft #2 at 17000 ft sebound through the sector. When I recognized the traffic situation, I climbed aircraft #2 to FL180 though the aircraft had already climbed out of 17000 ft in response to a TCASII RA.

Title: ZID CTLR EXPERIENCED OPERROR WITH ENRTE AND CLBING ACFT AT 17000 FT.
Narrative: TFC HAD BEEN BUILDING AT THE ROD LOW SECTOR WITH MULTIPLE ENRTE TFC, DEP TFC FROM DAYTON AND COLUMBUS, OH, AND ARRS TO DAYTON AND COLUMBUS. ACFT #1 DEPARTED MGY, A DAYTON SATELLITE ARPT, AND I INITIALLY CLBED ACFT TO 16000 FT. TFC WAS COMPRESSING THROUGHOUT SECTOR BELOW FL220 AND I WAS STAIR-STEPPING MOST OF THE ACFT THROUGH MY SECTOR. I LATER CLBED ACFT #1 TO 17000 FT. TFC WAS ACFT #2 AT 17000 FT SEBOUND THROUGH THE SECTOR. WHEN I RECOGNIZED THE TFC SIT, I CLBED ACFT #2 TO FL180 THOUGH THE ACFT HAD ALREADY CLBED OUT OF 17000 FT IN RESPONSE TO A TCASII RA.
