Narrative:

I was working departure north low sector at houston approach. I climbed a PC12 aircraft from 3000 ft to 5000 ft prior to entering my airspace. This aircraft was on a 040 degree vector; and while in the climb; narrowly missed an E145; who was level at 4000 ft. The E145 was on a tower assigned heading; on departure north frequency; 15 NM northwest of iah. I was aware of the E145; but I did not observe his altitude until the 2 aircraft had passed; not expecting him to still be at 4000 ft so far from iah.

I WAS AWARE OF THE E145; BUT I DID NOT OBSERVE HIS ALT UNTIL THE 2 ACFT HAD PASSED; NOT EXPECTING HIM TO STILL BE AT 4000 FT SO FAR FROM IAH.
