Departing syr for phl, we leveled at 10000 ft under the control of syr departure control. TCASII said 'traffic' and showed an act 12 O'clock position, 5 mi, opposite direction, same altitude. TCASII then gave an RA 'climb' alert and we climbed to 11000 ft and notified departure of our action.
