Narrative:

In response to a TCASII RA, while in cruise at FL280, first officer disconnected autoplt and began a climb in response to TCASII instructions. Vsi commanded a 2500 FPM climb. By the time of the aural 'clear of conflict.' we had reached an altitude of 28600 ft and with the established rate of climb, we were able to complete a level off by 29300 ft. The only visual contact with the traffic was its contrail, after level off. ZAU was advised of deviation and we were reclred to FL280.

Title: APPARENT NEEDLESS TCASII RA ON OPPOSITE DIRECTION TFC IN CRUISE REGIME WITH STANDARD SEPARATION ALLOWED.

Narrative: IN RESPONSE TO A TCASII RA, WHILE IN CRUISE AT FL280, FO DISCONNECTED AUTOPLT AND BEGAN A CLB IN RESPONSE TO TCASII INSTRUCTIONS. VSI COMMANDED A 2500 FPM CLB. BY THE TIME OF THE AURAL 'CLR OF CONFLICT.' WE HAD REACHED AN ALT OF 28600 FT AND WITH THE ESTABLISHED RATE OF CLB, WE WERE ABLE TO COMPLETE A LEVEL OFF BY 29300 FT. THE ONLY VISUAL CONTACT WITH THE TFC WAS ITS CONTRAIL, AFTER LEVEL OFF. ZAU WAS ADVISED OF DEV AND WE WERE RECLRED TO FL280.
