Narrative:

On landing in san, around +/-50 ft AGL (runway 27), I saw a black tubular framed cart (not the traditional covered cart) rolling uncontrolled onto the active runway on taxiway D from north to south. I initially saw the cart as it was crossing the intersection of taxiway D and the right side of the runway. I called a go around to captain. Captain executed the go around without the aircraft hitting the cart. The cart had rolled to the center of the runway by the time of the go around. If this event would have happened at night, the aircraft would have impacted the cart upon landing, since the cart most likely would not have been seen. Tower/ground control did not know who the cart belonged to when we contacted them on the telephone.

Title: ACR EXECUTES GAR AT 50 FT DUE TO A GND CART ROLLING ONTO THE RWY.

Narrative: ON LNDG IN SAN, AROUND +/-50 FT AGL (RWY 27), I SAW A BLACK TUBULAR FRAMED CART (NOT THE TRADITIONAL COVERED CART) ROLLING UNCTLED ONTO THE ACTIVE RWY ON TXWY D FROM N TO S. I INITIALLY SAW THE CART AS IT WAS XING THE INTXN OF TXWY D AND THE R SIDE OF THE RWY. I CALLED A GAR TO CAPT. CAPT EXECUTED THE GAR WITHOUT THE ACFT HITTING THE CART. THE CART HAD ROLLED TO THE CTR OF THE RWY BY THE TIME OF THE GAR. IF THIS EVENT WOULD HAVE HAPPENED AT NIGHT, THE ACFT WOULD HAVE IMPACTED THE CART UPON LNDG, SINCE THE CART MOST LIKELY WOULD NOT HAVE BEEN SEEN. TWR/GND CTL DID NOT KNOW WHO THE CART BELONGED TO WHEN WE CONTACTED THEM ON THE TELEPHONE.
