Narrative:

During a random shallow approach (tactical visual maneuver) to runway 2O at patrick AFB, the PNF called out VFR traffic low and to the right. We accomplished a left turn to avoid. The event was outside the patrick AFB class D airspace and tower reported no traffic on radar. We showed no VFR traffic on aircraft radar either. Causes: small banner towing aircraft are extremely difficult to acquire visually against the coastline. Also, most do not have xponders, making it even more difficult to acquire them with aircraft radar/integration equipment. Prevention: weigh the risk of this type of low level tactical training in class G airspace. Wait to start the random shallow maneuver until well inside class D airspace.

Narrative: DURING A RANDOM SHALLOW APCH (TACTICAL VISUAL MANEUVER) TO RWY 2O AT PATRICK AFB, THE PNF CALLED OUT VFR TFC LOW AND TO THE R. WE ACCOMPLISHED A L TURN TO AVOID. THE EVENT WAS OUTSIDE THE PATRICK AFB CLASS D AIRSPACE AND TWR RPTED NO TFC ON RADAR. WE SHOWED NO VFR TFC ON ACFT RADAR EITHER. CAUSES: SMALL BANNER TOWING ACFT ARE EXTREMELY DIFFICULT TO ACQUIRE VISUALLY AGAINST THE COASTLINE. ALSO, MOST DO NOT HAVE XPONDERS, MAKING IT EVEN MORE DIFFICULT TO ACQUIRE THEM WITH ACFT RADAR/INTEGRATION EQUIP. PREVENTION: WEIGH THE RISK OF THIS TYPE OF LOW LEVEL TACTICAL TRAINING IN CLASS G AIRSPACE. WAIT TO START THE RANDOM SHALLOW MANEUVER UNTIL WELL INSIDE CLASS D AIRSPACE.
