Flight crew of a fokker 100 experienced a false GS 6 pt 5 mi outside the ILS OM for dfw runway 17C. A subsequent aircraft behind also reported the same. It was night VMC and tower reported that a 'heavy aircraft' just departed adjacent runway 17R.

Narrative:

Inbound to dfw on ILS runway 17C, we received and followed a false GS near penny. When we realized we were on a false GS, we reported same to tower. They advised a heavy had just departed runway 17R. The aircraft following us on approach reported similar event. Conditions were VMC and no conflicts were reported.
