Narrative:

Missed crossing restr. Aircraft had #1 VOR placarded inoperative. Inbound to dfw, gfms failed. ZFW cleared us direct to bambe intersection. Informed center our GPS had just failed and that we were now slant alpha. Center issued a heading to intercept the TTT 306 degree radial, cross bambe at 11000 ft. First officer was flying and retuned #2 VOR to maverick. Descent rate was approximately 2500 FPM, but as we intercepted the 306 degree radial I noticed we were still 4000 ft high just prior to bambe. Advised controller we had missed the restr. Controller advised no problem. First officer said he thought DME was still on bowie instead of maverick, thus he thought he still had about 16 mi to make the restr. Captain had no navigation information displayed due to no VOR #1 and no gfms. Gfms failed just prior to the controller issuing direct bambe, showing a ground speed of 799 KTS and a drift angle of 104 degrees. Captain, PNF, should have more closely monitored the #2 VOR DME which was displayed, but failed to do so during the switch back to VOR navigation and retuning the radio from bowie to maverick, supplemental information from acn 488101: flying the bowie arrival to dfw. We were given a descent to cross bambe at 11000 ft. Arrived at bambe approximately 4000 ft high. Amplifying remarks, KT quartering tailwind. PF switched to VOR and continued. After telling approach that the GPS was out, we were given a heading to intercept the 306 degrees inbound off maverick. Maverick was tuned and descent was continued. The display was to maverick, but I was still interpreting the DME as off bowie. I confessed my error and told that there was no problem.

Title: MD80 CREW DID NOT COMPLY WITH AN ATC ISSUED XING RESTR IN ZFW CLASS E.

Narrative: MISSED XING RESTR. ACFT HAD #1 VOR PLACARDED INOP. INBOUND TO DFW, GFMS FAILED. ZFW CLRED US DIRECT TO BAMBE INTXN. INFORMED CTR OUR GPS HAD JUST FAILED AND THAT WE WERE NOW SLANT ALPHA. CTR ISSUED A HEADING TO INTERCEPT THE TTT 306 DEG RADIAL, CROSS BAMBE AT 11000 FT. FO WAS FLYING AND RETUNED #2 VOR TO MAVERICK. DSCNT RATE WAS APPROX 2500 FPM, BUT AS WE INTERCEPTED THE 306 DEG RADIAL I NOTICED WE WERE STILL 4000 FT HIGH JUST PRIOR TO BAMBE. ADVISED CTLR WE HAD MISSED THE RESTR. CTLR ADVISED NO PROB. FO SAID HE THOUGHT DME WAS STILL ON BOWIE INSTEAD OF MAVERICK, THUS HE THOUGHT HE STILL HAD ABOUT 16 MI TO MAKE THE RESTR. CAPT HAD NO NAV INFO DISPLAYED DUE TO NO VOR #1 AND NO GFMS. GFMS FAILED JUST PRIOR TO THE CTLR ISSUING DIRECT BAMBE, SHOWING A GND SPD OF 799 KTS AND A DRIFT ANGLE OF 104 DEGS. CAPT, PNF, SHOULD HAVE MORE CLOSELY MONITORED THE #2 VOR DME WHICH WAS DISPLAYED, BUT FAILED TO DO SO DURING THE SWITCH BACK TO VOR NAV AND RETUNING THE RADIO FROM BOWIE TO MAVERICK, SUPPLEMENTAL INFO FROM ACN 488101: FLYING THE BOWIE ARR TO DFW. WE WERE GIVEN A DSCNT TO CROSS BAMBE AT 11000 FT. ARRIVED AT BAMBE APPROX 4000 FT HIGH. AMPLIFYING REMARKS, KT QUARTERING TAILWIND. PF SWITCHED TO VOR AND CONTINUED. AFTER TELLING APCH THAT THE GPS WAS OUT, WE WERE GIVEN A HEADING TO INTERCEPT THE 306 DEGS INBOUND OFF MAVERICK. MAVERICK WAS TUNED AND DSCNT WAS CONTINUED. THE DISPLAY WAS TO MAVERICK, BUT I WAS STILL INTERPRETING THE DME AS OFF BOWIE. I CONFESSED MY ERROR AND TOLD THAT THERE WAS NO PROB.
