Narrative:

First leg sequence hand flying -- avoiding thunderstorms -- rapid descent to 3000 ft in rain nearing localizer caught descent at 3000 ft at 2000 FPM. Arrested descent rate at 2700 ft, smoothly returned to 3000 ft. No conflict (TCASII or otherwise). Many things going on, setting up approach, altitude change, new captain, and nearing localizer. Just lost track of altitude for a moment. Solution -- fly aircraft first -- dispatchers second -- even third.
