Narrative:

Cleared for takeoff 'without delay.' as power levers moved, they suddenly released all friction, with a corresponding increase in power on one engine, and none on the other. Aborted takeoff. Did several run-ups with no indications of a problem. Told maintenance it could have been stuck on the start locks. All checklists and procedures were followed and completed. However, company believes my radio statement, which was only a guess, constituted an implication that procedures weren't followed. Callback conversation with reporter revealed the following information: the propellers should have come off the start locks during engine start, through centrifugal force, so, reporter is still uncertain as to the actual cause of the power fluctuations. Reporter states that other crew members since, have had problems with the RPM limiter not doing its job, and that this could be another instance. A reverse caption light had illuminated during taxi.

Title: THIS BA41 PLT RPT WAS SUBMITTED REGARDING A COMPANY'S QUESTIONING OF FLC PROCS. ERRATIC ENG INDICATIONS, WITH PWR LEVER MOVEMENT DURING TKOF, HAD LED TO THIS CAPT'S ACTION OF ABORTING TKOF.

Narrative: CLRED FOR TKOF 'WITHOUT DELAY.' AS PWR LEVERS MOVED, THEY SUDDENLY RELEASED ALL FRICTION, WITH A CORRESPONDING INCREASE IN PWR ON ONE ENG, AND NONE ON THE OTHER. ABORTED TKOF. DID SEVERAL RUN-UPS WITH NO INDICATIONS OF A PROB. TOLD MAINT IT COULD HAVE BEEN STUCK ON THE START LOCKS. ALL CHKLISTS AND PROCS WERE FOLLOWED AND COMPLETED. HOWEVER, COMPANY BELIEVES MY RADIO STATEMENT, WHICH WAS ONLY A GUESS, CONSTITUTED AN IMPLICATION THAT PROCS WEREN'T FOLLOWED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PROPS SHOULD HAVE COME OFF THE START LOCKS DURING ENG START, THROUGH CENTRIFUGAL FORCE, SO, RPTR IS STILL UNCERTAIN AS TO THE ACTUAL CAUSE OF THE PWR FLUCTUATIONS. RPTR STATES THAT OTHER CREW MEMBERS SINCE, HAVE HAD PROBS WITH THE RPM LIMITER NOT DOING ITS JOB, AND THAT THIS COULD BE ANOTHER INSTANCE. A REVERSE CAPTION LIGHT HAD ILLUMINATED DURING TAXI.
