Narrative:

I write this to point out a potential gotcha on the river 5 departure. There is quite a note at the top of the chart to not exceed 250 KTS until advised. There is no other mention of this restr in the clearance or from ATC. This is quite different than other airports and very easy to miss. Why is the pdx departure different? Callback conversation with reporter revealed the following information: reporter expressed concern that the narratives in sids are too cluttered and then when there is not uniformity with a 250 KT speed restr it could be a 'gotcha.' he mentioned that some SID plates have the speed restr right under the title and some bury them in the text toward the middle or bottom of the narrative. He recommends placing the restr right under the title, highlighted or bold print. He also would like ATC to reiterate the restr as a checks and balance as standard procedure.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR EXPRESSED CONCERN THAT THE NARRATIVES IN SIDS ARE TOO CLUTTERED AND THEN WHEN THERE IS NOT UNIFORMITY WITH A 250 KT SPD RESTR IT COULD BE A 'GOTCHA.' HE MENTIONED THAT SOME SID PLATES HAVE THE SPD RESTR RIGHT UNDER THE TITLE AND SOME BURY THEM IN THE TEXT TOWARD THE MIDDLE OR BOTTOM OF THE NARRATIVE. HE RECOMMENDS PLACING THE RESTR RIGHT UNDER THE TITLE, HIGHLIGHTED OR BOLD PRINT. HE ALSO WOULD LIKE ATC TO REITERATE THE RESTR AS A CHKS AND BAL AS STANDARD PROC.
