Narrative:

Was redispatched from my normal destination to a new destination. Filed flight plan with a lower cruise altitude because of new, lower MEA. Departure cleared me to climb to 11000 ft (but my normal altitude at this point would have been 13000 ft). I set my altitude flag to 13000 ft, and continued to climb through 11000 ft as assigned. ATC noticed as I left 11800 ft. I acknowledged the error, and ATC then cleared me to 13000 ft. To my knowledge, no other aircraft were affected.

Title: ALTDEV ALT OVERSHOT IN CLB.
