Narrative:

Aircraft X meets the same specifications as aircraft #1. While taxiing sbound on W1 in aircraft #1, we heard dulles ground controller ask aircraft X if they could accept an intersection departure off runway 1L at taxiway W8. Aircraft X was taxiing directly behind aircraft #1 on W1 when the request was made. For some reason the dulles controllers wanted aircraft X to depart prior to aircraft #1. Aircraft X replied that they would accept the intersection departure. We (aircraft) continued to taxi full length for runway 1L and stopped behind aircraft Y, holding short of runway 1L at R6. Aircraft Y was told by dulles tower to taxi into position and hold on runway 1L and then subsequently cleared for takeoff shortly thereafter. As aircraft Y initiated its takeoff roll, aircraft X was told to taxi into position and hold by dulles tower. Aircraft X moved forward slightly then stopped, queried dulles tower if they had just cleared someone for takeoff on runway 1L. Tower replied that they had cleared aircraft Y for takeoff and that they thought aircraft X was awaiting takeoff at full length runway 1L. A collision was avoided due to the vigilance and situational awareness of the crew in aircraft X. Reduced visibility could have aggravated the situation. Declining the request for the intersection departure could have avoided this situation. Better communication between dulles ground and tower controllers could have prevented this situation.

AS ACFT Y INITIATED ITS TKOF ROLL, ACFT X WAS TOLD TO TAXI INTO POS AND HOLD BY DULLES TWR. ACFT X MOVED FORWARD SLIGHTLY THEN STOPPED, QUERIED DULLES TWR IF THEY HAD JUST CLRED SOMEONE FOR TKOF ON RWY 1L. TWR REPLIED THAT THEY HAD CLRED ACFT Y FOR TKOF AND THAT THEY THOUGHT ACFT X WAS AWAITING TKOF AT FULL LENGTH RWY 1L. A COLLISION WAS AVOIDED DUE TO THE VIGILANCE AND SITUATIONAL AWARENESS OF THE CREW IN ACFT X. REDUCED VISIBILITY COULD HAVE AGGRAVATED THE SIT.
