Narrative:

Air carrier X was cleared for takeoff on runway 9L at mia. As we lined up for takeoff and advanced power to 1.4 EPR and checked engine performance, I noted a B707 approaching the runway from the right. I said to the first officer 'what this guy doing, is he going to stop.' as I advanced the power and started the takeoff roll, the B707 taxied out onto the runway 3000 ft from our position. I aborted the takeoff. Later conversation with the tower indicated the B707 was cleared to cross by ground control based on the judgement it would clear before we started our roll.

Narrative: ACR X WAS CLRED FOR TKOF ON RWY 9L AT MIA. AS WE LINED UP FOR TKOF AND ADVANCED PWR TO 1.4 EPR AND CHKED ENG PERFORMANCE, I NOTED A B707 APCHING THE RWY FROM THE R. I SAID TO THE FO 'WHAT THIS GUY DOING, IS HE GOING TO STOP.' AS I ADVANCED THE PWR AND STARTED THE TKOF ROLL, THE B707 TAXIED OUT ONTO THE RWY 3000 FT FROM OUR POS. I ABORTED THE TKOF. LATER CONVERSATION WITH THE TWR INDICATED THE B707 WAS CLRED TO CROSS BY GND CTL BASED ON THE JUDGEMENT IT WOULD CLR BEFORE WE STARTED OUR ROLL.
