Narrative:

We were cleared to 3000 ft to intercept the localizer final to runway 5R at dus. Captain initially set 3000 ft in the altitude alert window for the descent. Sometime later without coordination with the rest of the crew he spun the set window down. The copilot continued the descent through 3000 ft. Approach control called and asked us what we were doing. At that time captain said we had the runway and acted like we had been cleared the visual. We had not. Captain has a habit of setting or resetting switches without the rest of the crew in the loop. Supplemental information from acn 298850: on approach at dus we were cleared to 3000 ft and cleared for approach. We had visual on airport. We started descent. Question by controller at 2600 ft if we were on GS.

Title: RELIEF PLT RPT ON NON ADHERENCE TO ATC CLRNC IN FOREIGN AIRSPACE.

Narrative: WE WERE CLRED TO 3000 FT TO INTERCEPT THE LOC FINAL TO RWY 5R AT DUS. CAPT INITIALLY SET 3000 FT IN THE ALT ALERT WINDOW FOR THE DSCNT. AT THAT TIME CAPT SAID WE HAD THE RWY AND ACTED LIKE WE HAD BEEN CLRED THE VISUAL. WE HAD NOT. CAPT HAS A HABIT OF SETTING OR RESETTING SWITCHES WITHOUT THE REST OF THE CREW IN THE LOOP.
