Narrative:

I was working air carrier X into lga. Air carrier X had a clearance to cross somto intersection at 11000 ft. As air carrier X approached 11000 ft, he advised he had a TCASII resolution and was descending. I advised him the only traffic in his vicinity was below him climbing from 9000 to 10000 ft. He replied that he must abide by the resolution and descended to 9500 ft. Aircraft Y at 10000 ft had to take evasive action. Aircraft Y at 10000 ft was working ZNY. This is the 4TH TCASII incident that I have been involved in, with 2 of the 4 resulting in at least 1 aircraft taking evasive action to avoid the aircraft with the resolution. I do not believe in, nor trust, the TCASII program at this time due to the fact that I have seen it take a normal, safe situation and turn it into a potential disaster. I feel strongly that something must be done about this before a tragedy occurs.

Narrative: I WAS WORKING ACR X INTO LGA. ACR X HAD A CLRNC TO CROSS SOMTO INTXN AT 11000 FT. AS ACR X APCHED 11000 FT, HE ADVISED HE HAD A TCASII RESOLUTION AND WAS DSNDING. I ADVISED HIM THE ONLY TFC IN HIS VICINITY WAS BELOW HIM CLBING FROM 9000 TO 10000 FT. HE REPLIED THAT HE MUST ABIDE BY THE RESOLUTION AND DSNDED TO 9500 FT. ACFT Y AT 10000 FT HAD TO TAKE EVASIVE ACTION. ACFT Y AT 10000 FT WAS WORKING ZNY. THIS IS THE 4TH TCASII INCIDENT THAT I HAVE BEEN INVOLVED IN, WITH 2 OF THE 4 RESULTING IN AT LEAST 1 ACFT TAKING EVASIVE ACTION TO AVOID THE ACFT WITH THE RESOLUTION. I DO NOT BELIEVE IN, NOR TRUST, THE TCASII PROGRAM AT THIS TIME DUE TO THE FACT THAT I HAVE SEEN IT TAKE A NORMAL, SAFE SIT AND TURN IT INTO A POTENTIAL DISASTER. I FEEL STRONGLY THAT SOMETHING MUST BE DONE ABOUT THIS BEFORE A TRAGEDY OCCURS.
