Narrative:

Air carrier X cleared for an ILS to runway 9L at fll. On approximately a 3 mi final tower cleared a cherokee aircraft on to runway 9L for departure in front of us. We continued with the ILS and initiated a go around at approximately 300 ft AGL because the cherokee hadn't started its takeoff roll. Tower instructed us to turn to a 060 degree heading and contact approach. Approach control cleared us to 2000 ft and turn to heading 270 degrees. We complied. Next approach came back and said he wanted to keep us in tight for spacing on other arrival aircraft into fll and gave us heading 240 degrees and descend to 1500 ft. We complied. Next approach control cleared us visual approach and contact fll tower. We were configured to land with 22 degrees flaps at this time and went to tower. Fll tower told us to extend 5 mi to the northwest for a noise sensitive area. Then she came back to tell us of traffic at 10 O'clock and 1200 ft -- same altitude as we were. She said she would turn the cessna aircraft to east about 30 seconds later we got a TA on our TCASII followed by a RA with instructions to climb. Simultaneously we spotted the cessna aircraft at 12 O'clock about 2 mi and same altitude. We initiated an aggressive climb and the cessna passed under us at 500 ft with no apparent reaction on the cessna's part. We continued after that with a normal landing in fll. Conclusions: 1) tower shouldn't have cleared the cherokee for departure in front of us with so little spacing. 2) no apparent communication between tower and fll approach. 3) tower should have taken a more assertive stand in vectoring us or the cessna sooner than she did. Narrative: ACR X CLRED FOR AN ILS TO RWY 9L AT FLL. ON APPROX A 3 MI FINAL TWR CLRED A CHEROKEE ACFT ON TO RWY 9L FOR DEP IN FRONT OF US. WE INITIATED AN AGGRESSIVE CLB AND THE CESSNA PASSED UNDER US AT 500 FT WITH NO APPARENT REACTION ON THE CESSNA'S PART. WE CONTINUED AFTER THAT WITH A NORMAL LNDG IN FLL. CONCLUSIONS: 1) TWR SHOULDN'T HAVE CLRED THE CHEROKEE FOR DEP IN FRONT OF US WITH SO LITTLE SPACING. 2) NO APPARENT COM BTWN TWR AND FLL APCH. 3) TWR SHOULD HAVE TAKEN A MORE ASSERTIVE STAND IN VECTORING US OR THE CESSNA SOONER THAN SHE DID.
