Position approximately 20 NM east of bty at XA23Z jan/xa/99. ZLA level at assigned FL280. Received TCASII TA followed by RA to descend. Advised ZLA of TCASII RA descent and center immediately issued a climb clearance. Clear of traffic resolution from TCASII approximately FL271 -- observed conflicting aircraft as it passed at 3 O'clock position.
