Narrative:

Air carrier X routing was B55 mct J36 latem A1S telem A1ED pra W40 kkj G590 bbn ats ggc A201 lso A599 pou R473 ch vhhh. Block out time was XX00 GMT with the block in at XY00 GMT. Traveling eastbound on A201 prior to pigas intersection, en route chart me (H/left) 5 panel 5, calcutta control told us to report ansos intersection to calcutta control. However, prior to pigas intersection you are required to contact dhaka control for permission to transit the dhaka approach control area. Calcutta control did not tell us to report pigas to dhaka control. I had noticed that ansos intersection is the india/myanar fir but failed to notice that pigas intersection was the india/bangladesh fir. I do not remember the radio frequency that we were monitoring, however, approaching aat VOR dhaka control called us demanding to know when we had received clearance through the dhaka approach control area. Since we had never called dhaka control we had never received a transit clearance. The dhaka controller was noticeably upset and advised us that he would be filing a report against us. There is a boxed note on panel 6 of the en route chart stating that you must contact dhaka approach 'before entering approach control area.' however, there is no ball flag along A201 between ggc VOR and raj VOR to draw your attention to this boxed note. We were on an approved flight plan and had been in contact with a control facility (calcutta control) just a few mins prior to dhaka control contacting us, so I feel that we were not a hazard to any other flts in the area. Since dhaka control believes that it is extremely important that they maintain positive control over all aircraft transiting their airspace the en route chart should reflect this by including a ball flag on the airway and on the boxed note directing the flight crew's attention to the necessary radio procedures to be followed in transiting the dhaka approach control area. Upon landing in hong king I immediately advised my chief pilot of dhaka control's intentions.

Title: ACR X UNAUTH AIRSPACE ENTRY FAILED TO CONTACT FOREIGN APCH CTL FOR CLRNC THROUGH AREA.

Narrative: ACR X ROUTING WAS B55 MCT J36 LATEM A1S TELEM A1ED PRA W40 KKJ G590 BBN ATS GGC A201 LSO A599 POU R473 CH VHHH. BLOCK OUT TIME WAS XX00 GMT WITH THE BLOCK IN AT XY00 GMT. TRAVELING EBOUND ON A201 PRIOR TO PIGAS INTXN, ENRTE CHART ME (H/L) 5 PANEL 5, CALCUTTA CTL TOLD US TO RPT ANSOS INTXN TO CALCUTTA CTL. HOWEVER, PRIOR TO PIGAS INTXN YOU ARE REQUIRED TO CONTACT DHAKA CTL FOR PERMISSION TO TRANSIT THE DHAKA APCH CTL AREA. CALCUTTA CTL DID NOT TELL US TO RPT PIGAS TO DHAKA CTL. I HAD NOTICED THAT ANSOS INTXN IS THE INDIA/MYANAR FIR BUT FAILED TO NOTICE THAT PIGAS INTXN WAS THE INDIA/BANGLADESH FIR. I DO NOT REMEMBER THE RADIO FREQ THAT WE WERE MONITORING, HOWEVER, APCHING AAT VOR DHAKA CTL CALLED US DEMANDING TO KNOW WHEN WE HAD RECEIVED CLRNC THROUGH THE DHAKA APCH CTL AREA. SINCE WE HAD NEVER CALLED DHAKA CTL WE HAD NEVER RECEIVED A TRANSIT CLRNC. THE DHAKA CTLR WAS NOTICEABLY UPSET AND ADVISED US THAT HE WOULD BE FILING A RPT AGAINST US. THERE IS A BOXED NOTE ON PANEL 6 OF THE ENRTE CHART STATING THAT YOU MUST CONTACT DHAKA APCH 'BEFORE ENTERING APCH CTL AREA.' HOWEVER, THERE IS NO BALL FLAG ALONG A201 BTWN GGC VOR AND RAJ VOR TO DRAW YOUR ATTN TO THIS BOXED NOTE. WE WERE ON AN APPROVED FLT PLAN AND HAD BEEN IN CONTACT WITH A CTL FACILITY (CALCUTTA CTL) JUST A FEW MINS PRIOR TO DHAKA CTL CONTACTING US, SO I FEEL THAT WE WERE NOT A HAZARD TO ANY OTHER FLTS IN THE AREA. SINCE DHAKA CTL BELIEVES THAT IT IS EXTREMELY IMPORTANT THAT THEY MAINTAIN POSITIVE CTL OVER ALL ACFT TRANSITING THEIR AIRSPACE THE ENRTE CHART SHOULD REFLECT THIS BY INCLUDING A BALL FLAG ON THE AIRWAY AND ON THE BOXED NOTE DIRECTING THE FLC'S ATTN TO THE NECESSARY RADIO PROCS TO BE FOLLOWED IN TRANSITING THE DHAKA APCH CTL AREA. UPON LNDG IN HONG KING I IMMEDIATELY ADVISED MY CHIEF PLT OF DHAKA CTL'S INTENTIONS.
