Narrative:

Departed air carrier X heading 350 degrees then departed air carrier Y on a 010 degree heading. Air carrier X eventually was to join V160 (den 046 degree radial), air carrier Y was to join J44 (den 062 degree radial). Departure violated facility noise abatement procedures and operating procedures by turning air carrier X eastbound at 7100 ft MSL. That put air carrier X in direct conflict with air carrier Y. I immediately called departure and told him to turn air carrier Y immediately to avoid air carrier X. The conflict alert went off. Air carrier Y passed just behind (west) of air carrier X. I informed the tower supervisor of this event.
