Narrative:

WX impacting flts east of kansas city caused a last min holding situation in the kansas city area. Numerous actions were taken to control the situation, but the impact of this unexpected development created a bunchup which resulted in a loss of separation. Callback conversation with reporter revealed the following information. Reporter is an fpl with 8 yrs radar experience. Reporter stated adjoining sector had shut him off with no warning because of WX. 22 aircraft in sector at time. Air carrier X was turned and air carrier Y was in trail. Altitude was FL330. Air carrier X slowed because of headwind. Air carrier Y was turned early to stay in trail. Air carrier Y lost separation same altitude 4 mi. Conflict alert did not activate.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR IS AN FPL WITH 8 YRS RADAR EXPERIENCE. RPTR STATED ADJOINING SECTOR HAD SHUT HIM OFF WITH NO WARNING BECAUSE OF WX. 22 ACFT IN SECTOR AT TIME. ACR X WAS TURNED AND ACR Y WAS IN TRAIL. ALT WAS FL330. ACR X SLOWED BECAUSE OF HEADWIND. ACR Y WAS TURNED EARLY TO STAY IN TRAIL. ACR Y LOST SEPARATION SAME ALT 4 MI. CONFLICT ALERT DID NOT ACTIVATE.
