Narrative:

I was working the fll departure sector at mia approach. Air carrier X was 12 northeast of fll nebound leveling at 4000 ft. I had issued traffic to air carrier X, 11 O'clock, 6 mi, an small transport Y level at 4500 ft VFR. Soon after this air carrier X advised me that he had a TCASII RA and was descending. This was totally unneeded deviation. Luckily, there were no aircraft below air carrier X. I think TCASII is an accident waiting to happen.

Title: ACR X TCASII RA WITH VFR SMT. EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.

Narrative: I WAS WORKING THE FLL DEP SECTOR AT MIA APCH. ACR X WAS 12 NE OF FLL NEBOUND LEVELING AT 4000 FT. I HAD ISSUED TFC TO ACR X, 11 O'CLOCK, 6 MI, AN SMT Y LEVEL AT 4500 FT VFR. SOON AFTER THIS ACR X ADVISED ME THAT HE HAD A TCASII RA AND WAS DSNDING. THIS WAS TOTALLY UNNEEDED DEV. LUCKILY, THERE WERE NO ACFT BELOW ACR X. I THINK TCASII IS AN ACCIDENT WAITING TO HAPPEN.
