Narrative:

Air carrier X sbound off pit airport, climbing to 14000 ft. At the same time, small transport Y, climbing to 12000 ft, 20 mi southeast of pit to hlg VOR then V12 wbound. My attention was drawn to several other aircraft on vectors for approachs, other departures off pit and other satellite airports. When both aircraft were approximately 2-3 mi apart at a point about 20 mi south of pit, I observed targets and to my recollection, small transport Y at approximately 10800 ft and air carrier X approximately 10000 ft. Air carrier X was turned swbound and told to expedite climb. Conflict alert was activated. At this point, air carrier X was instructed to stop climb, when I did not observe a response to climb instruction, however, air carrier X evidently responded to a TCASII resolution and climbed, as pilot communicated after the event, and reported leaving 12000 ft. Then small transport Y reported level at 12000 ft after event.

Narrative: ACR X SBOUND OFF PIT ARPT, CLBING TO 14000 FT. AT THE SAME TIME, SMT Y, CLBING TO 12000 FT, 20 MI SE OF PIT TO HLG VOR THEN V12 WBOUND. MY ATTN WAS DRAWN TO SEVERAL OTHER ACFT ON VECTORS FOR APCHS, OTHER DEPS OFF PIT AND OTHER SATELLITE ARPTS. WHEN BOTH ACFT WERE APPROX 2-3 MI APART AT A POINT ABOUT 20 MI S OF PIT, I OBSERVED TARGETS AND TO MY RECOLLECTION, SMT Y AT APPROX 10800 FT AND ACR X APPROX 10000 FT. ACR X WAS TURNED SWBOUND AND TOLD TO EXPEDITE CLB. CONFLICT ALERT WAS ACTIVATED. AT THIS POINT, ACR X WAS INSTRUCTED TO STOP CLB, WHEN I DID NOT OBSERVE A RESPONSE TO CLB INSTRUCTION, HOWEVER, ACR X EVIDENTLY RESPONDED TO A TCASII RESOLUTION AND CLBED, AS PLT COMMUNICATED AFTER THE EVENT, AND RPTED LEAVING 12000 FT. THEN SMT Y RPTED LEVEL AT 12000 FT AFTER EVENT.
