Narrative:
Climbing to FL260. Going through 25400 we received a TCASII TA. We looked outside and made visual contact with intruder. Going through 25600, the TA turned into an RA. We responded to the RA by initiating a descent until we received the 'clear of conflict' call. We advised the controller that we had responded to the RA. The intruder was in a descent, we were in a climb. This is the same old song and dance that happens so often. Somehow, this particular situation needs a remedy.
