Narrative:

On departure received RA to monitor vertical climb. Leveled at 4000 ft MSL and advised controller. Controller then advised us that we were to level at 4000 ft. Our pre departure clearance clearance stated to level at 5000 ft MSL. At no time did we receive or acknowledge a clearance limit of 4000 ft. Clear of traffic was received from TCASII. Controller then cleared us to 14000 ft.
