Narrative:

I was right downwind. A plane made a right turnout on takeoff from airport. He filed a near miss. I never saw him. Tower or approach control should take more care. Callback conversation with reporter revealed the following: reporter states when he switched from approach to tower he heard second aircraft stating he just had an near midair collision. Next day reporter received a note from an FAA inspector indicating follow up action. Reporter contacted inspector and gave details. Later inspector called and stated he had listened to the tapes. Apparently both aircraft following instructions and controller 'screwed up.'

Narrative: I WAS R DOWNWIND. A PLANE MADE A R TURNOUT ON TKOF FROM ARPT. HE FILED A NEAR MISS. I NEVER SAW HIM. TWR OR APCH CTL SHOULD TAKE MORE CARE. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR STATES WHEN HE SWITCHED FROM APCH TO TWR HE HEARD SECOND ACFT STATING HE JUST HAD AN NMAC. NEXT DAY RPTR RECEIVED A NOTE FROM AN FAA INSPECTOR INDICATING FOLLOW UP ACTION. RPTR CONTACTED INSPECTOR AND GAVE DETAILS. LATER INSPECTOR CALLED AND STATED HE HAD LISTENED TO THE TAPES.
