Narrative:

I requested IFR termination, and a VFR divert to point mugu. I was instructed to squawk 1200, and to maintain VFR. I contacted camarillo tower (128.2) at the base of the conejo grade. I asked for and received permission to 'transmit the cma air traffic area at or above 2000 ft.' I then proceeded towards pt. Mugu. Approximately 2 mi northeast of round mountain, cma gave me a frequency change to mugu tower. I contacted mugu tower on 124.89. I advised them that I 'was just outside round mountain, 1.3 descending to 700 ft, full stop, negative ATIS.' mugu instructed me to report 1 mi right base to runway 27. While in my descent, I saw a white and blue small aircraft going left to right, approximately 50 ft lower than I, approximately 300 ft in front of me. I made a sharp left break to miss him, and reported the incident to mugu tower. It appeared that this small aircraft flew down the canyons behind the vtu VORTAC, possibly violating pt. Mugu's air traffic area. It was not issued as traffic. Supplemental information from acn 202932: failure of other aircraft to follow prescribed pattern entry technique. Callback conversation with reporter revealed the following information: call back made due to brevity of report. Determined it is a match of 202789. Reporter states conflict occurred at 4 mi on 030 line of position from ntd. Reporter aircraft had been cleared for this entry. Ntd has 3 entry for traffic pattern entry at 700 ft. Reporter aircraft communication with approach, cma tower, then ntd tower. Intruder aircraft not in contact with anyone. Apparently trying to avoid contact with ntd but at conflict point inside cma air traffic area as well. Not proper entry for cma traffic pattern. Too close for comfort.

RPTR ACFT COM WITH APCH, CMA TWR, THEN NTD TWR. INTRUDER ACFT NOT IN CONTACT WITH ANYONE. APPARENTLY TRYING TO AVOID CONTACT WITH NTD BUT AT CONFLICT POINT INSIDE CMA ATA AS WELL. NOT PROPER ENTRY FOR CMA TFC PATTERN. TOO CLOSE FOR COMFORT.
