Narrative:

An small transport was a stage ii aircraft inbound from the southwest. Approach called tower reported to me that the small transport was 4 mi southwest. I told approach I had an aircraft on short final for runway 35L which I was not talking to. Then approach said small aircraft X was 1 mi final, I said he was over the runway, which he was. Small aircraft X contacted tower (me) 1/2 mi north of runway 35L and said he was on crosswind runway 35L. Small aircraft X flew the entire length of runway 35L without talking to tower. This situation occurred just after a very busy spurt at gfk. Visibility was deteriorating because of snow showers and planes were becoming very hard to see. It could have been a very serious situation. If gfk had radar, the situation never would have happened. This is a common occurrence when approach fails to ship aircraft or the aircraft fail on their own to switch frequency.

Title: SMA X UNAUTHORIZED UNCOORDINATED PENETRATION OF ATA AIRSPACE. OPDEV.

Narrative: AN SMT WAS A STAGE II ACFT INBOUND FROM THE SW. APCH CALLED TWR RPTED TO ME THAT THE SMT WAS 4 MI SW. I TOLD APCH I HAD AN ACFT ON SHORT FINAL FOR RWY 35L WHICH I WAS NOT TALKING TO. THEN APCH SAID SMA X WAS 1 MI FINAL, I SAID HE WAS OVER THE RWY, WHICH HE WAS. SMA X CONTACTED TWR (ME) 1/2 MI N OF RWY 35L AND SAID HE WAS ON XWIND RWY 35L. SMA X FLEW THE ENTIRE LENGTH OF RWY 35L WITHOUT TALKING TO TWR. THIS SITUATION OCCURRED JUST AFTER A VERY BUSY SPURT AT GFK. VISIBILITY WAS DETERIORATING BECAUSE OF SNOW SHOWERS AND PLANES WERE BECOMING VERY HARD TO SEE. IT COULD HAVE BEEN A VERY SERIOUS SITUATION. IF GFK HAD RADAR, THE SITUATION NEVER WOULD HAVE HAPPENED. THIS IS A COMMON OCCURRENCE WHEN APCH FAILS TO SHIP ACFT OR THE ACFT FAIL ON THEIR OWN TO SWITCH FREQ.
