Narrative:

I came on duty at dulles ATCT. I was informed by the area manager on duty to relieve the north arrival sector controller due to an investigation that was occurring due to a possible airspace violation which occurred with R4009. I invoked article 65 of the union contract citing the unsafe condition of the airspace due to R4009 being active. This restr area lies 2 mi west of a major dulles arrival fix (robrt). I was 'informed' by the area manager that I 'had better be in strict compliance with the 7110.75, the facility SOP, etc....' I perceived this as a threat and that someone would be watching me. I assumed control of the north arrival sector, while concentrating on 1) keeping a, a dulles arrival, out of R4009 and trying to be 100 percent correct due to the perceived threat, I allowed air carrier X to violate another sector's airspace. I then, in accordance with the 7110.65 ATC handbook, reported the violation.

Narrative: I CAME ON DUTY AT DULLES ATCT. I ASSUMED CTL OF THE N ARR SECTOR, WHILE CONCENTRATING ON 1) KEEPING A, A DULLES ARR, OUT OF R4009 AND TRYING TO BE 100 PERCENT CORRECT DUE TO THE PERCEIVED THREAT, I ALLOWED ACR X TO VIOLATE ANOTHER SECTOR'S AIRSPACE. I THEN, IN ACCORDANCE WITH THE 7110.65 ATC HANDBOOK, RPTED THE VIOLATION.
