Narrative:

Runway 14 right final approach and runway 27L departure noise abatement procedures in use. Air carrier X on final to runway 14R was closing on traffic ahead and the final controller initiated a missed approach. The supervisor coordinated with the tower that the TRACON was pulling air carrier X out. The supervisor thought the controller had already given air carrier X a turn off the final. Approximately 1 mi outside the OM the supervisor observed air carrier X was not turning yet and instructed the controller to turn air carrier X off the final. As air carrier X started the turn air carrier Y departed runway 27 turning to a 290 heading climbing to 5000 ft (noise abatement procedure). The aircraft closed to 1.5 mi at the same altitude. Air carrier X was climbed to 5000 and turned northwest. Air carrier Y was turned south and descended to 3000 ft.
