Narrative:

A C404 was holding at the OM waiting for runway braking action to go from nil to poor. It was snowing hard with wet heavy snow. Visibility was 1/2 - 3/4 mi. The end of runway 28 was not visible. ZMP was told runway 28 was plowed 120 ft wide. Braking action now poor. ZMP cleared aircraft C404 for the ILS approach. Tvc was not given a position on the C404, the C404 was not switched to tvc. The pilot didn't switch on his own and landed without clearance on runway 28 between the 2 plows, one on the north side of runway, one on the south side. Plane was observed on runway between plows. This is the third time this has happened in these conditions at tvc in 1 yr. Solutions: better procedures at ZMP. Radar at tvc would be the best solution.

Narrative: A C404 WAS HOLDING AT THE OM WAITING FOR RWY BRAKING ACTION TO GO FROM NIL TO POOR. IT WAS SNOWING HARD WITH WET HVY SNOW. VISIBILITY WAS 1/2 - 3/4 MI. THE END OF RWY 28 WAS NOT VISIBLE. ZMP WAS TOLD RWY 28 WAS PLOWED 120 FT WIDE. BRAKING ACTION NOW POOR. ZMP CLRED ACFT C404 FOR THE ILS APCH. TVC WAS NOT GIVEN A POS ON THE C404, THE C404 WAS NOT SWITCHED TO TVC. THE PLT DIDN'T SWITCH ON HIS OWN AND LANDED WITHOUT CLRNC ON RWY 28 BTWN THE 2 PLOWS, ONE ON THE N SIDE OF RWY, ONE ON THE S SIDE. PLANE WAS OBSERVED ON RWY BTWN PLOWS. THIS IS THE THIRD TIME THIS HAS HAPPENED IN THESE CONDITIONS AT TVC IN 1 YR. SOLUTIONS: BETTER PROCS AT ZMP. RADAR AT TVC WOULD BE THE BEST SOLUTION.
