Narrative:

Ehli was making an ILS training flight to runway 12 under VFR conditions. Vintage small aircraft was taking off on runway 30, the 'favored runway.' small aircraft pilot did not recognize that the helicopter was making a fixed-wing type approach against the prevailing traffic (runway 30 was the favored runway, per bozeman FSS this morning). Small aircraft took off, saw helicopter about 3000 ft away on final, and veered to right, helicopter also veered to his right. Closest approach of aircraft about 2000 ft. Back on the ground, the helicopter pilot kept emphasizing to me that 'salt lake center had cleared his approach.' recurrence prevention: slc should not be clearing IFR traffic into an uncontrolled airport, particularly against the prevailing air traffic flow. Helicopter said he had been giving position reports. Small aircraft pilot did not hear them or understand what helicopter was attempting. FSS personnel told me that they were not clear on what helicopter was doing either.

Narrative: EHLI WAS MAKING AN ILS TRAINING FLT TO RWY 12 UNDER VFR CONDITIONS. VINTAGE SMA WAS TAKING OFF ON RWY 30, THE 'FAVORED RWY.' SMA TOOK OFF, SAW HELI ABOUT 3000 FT AWAY ON FINAL, AND VEERED TO R, HELI ALSO VEERED TO HIS R. CLOSEST APCH OF ACFT ABOUT 2000 FT. BACK ON THE GND, THE HELI PLT KEPT EMPHASIZING TO ME THAT 'SALT LAKE CENTER HAD CLRED HIS APCH.' RECURRENCE PREVENTION: SLC SHOULD NOT BE CLRING IFR TFC INTO AN UNCTLED ARPT, PARTICULARLY AGAINST THE PREVAILING AIR TFC FLOW. HELI SAID HE HAD BEEN GIVING POS RPTS. SMA PLT DID NOT HEAR THEM OR UNDERSTAND WHAT HELI WAS ATTEMPTING. FSS PERSONNEL TOLD ME THAT THEY WERE NOT CLR ON WHAT HELI WAS DOING EITHER.
