Narrative:

Approaching harrisburg, PA, for 13 ILS at 4000 ft approach control had turned us to 310 degree heading for parallel to 13 ILS, to provide separation for an air carrier Y medium large transport. We were in process of turning off deice equipment when given a 150 degree turn to intercept ILS descend to 3000 ft until localizer captured, cleared for ILS, contact tower at OM. Copilot flying. He had been off for several weeks. Approaching OM (in the clouds) an aircraft called approach wanting vectors. We went past OM listening to see where aircraft was due to no TCAS on board. Normal landing callouts and forgot to call tower. Advised by ground control we forgot to call tower. The lack of a TCAS, a little airplane on the wrong frequency, monitoring of deice equipment turn off, watching copilot, and giving standard callouts all within several mins, as well as me (captain) not dusting off my glass naval to properly monitor all these distracting events. Only weak excuse, was no TCAS on board which both crew were use to and would have helped immediately determine small aircraft presence.

THE LACK OF A TCAS, A LITTLE AIRPLANE ON THE WRONG FREQ, MONITORING OF DEICE EQUIP TURN OFF, WATCHING COPLT, AND GIVING STANDARD CALLOUTS ALL WITHIN SEVERAL MINS, AS WELL AS ME (CAPT) NOT DUSTING OFF MY GLASS NAVAL TO PROPERLY MONITOR ALL THESE DISTRACTING EVENTS. ONLY WEAK EXCUSE, WAS NO TCAS ON BOARD WHICH BOTH CREW WERE USE TO AND WOULD HAVE HELPED IMMEDIATELY DETERMINE SMALL ACFT PRESENCE.
