Narrative:

The 15Z departure time was from mem to rog, operating under far 135. I could not file to rog due no WX reporting. Flight was filed to fyv with intentions of landing asg if WX could be obtained. En route to fyv, WX for asg was obtained through AWOS and I was reclred to asg. Upon descent, flight was cleared to rzc to hold south at 4000' (VFR conditions). Flight held for approximately 40 mins, and then was cleared for an ILS to 18 asg. I proceeded to the rzc VOR and proceeded outbnd to intercept the localizer. Keep in mind fyv approach is non radar. At 3000', we went IMC and inbound the localizer was slow coming in, and the G/south never came down. So I called for a missed approach. Fyv approach was called as soon as possible and I was then reclred for another ILS, at which time a commuter that was holding got upset and asked ATC why I was given another attempt and ATC said we were faster and he would be given clearance as soon as I cancelled upon landing. I believe the controller had 6-7 aircraft holding over rzc wanting to land at asg. On the second attempt, the G/south did not come down again, and we went to localizer mins and never saw the airport, so a second missed approach was called. We were south of rzc IMC, where the map puts you, and were flying the published missed procedure. During this time we were busy and fyv ATC gave us a clearance out of controled air on the rzc 077 degree right, 13 DME to hold. We had to ask twice due to workload in the cockpit. The map calls for a climbing left turn back to rzc and hold. When ATC asked what radial we were on, my copilot mistakingly said 340 degrees and something DME. The controller asked how we had gotten so far north of rzc, and I responded that we were in a right turn to intercept the 077 degree right, and needed to climb and to go to another airport as soon as possible, as my fuel situation would soon be low. ATC was upset we did not get in and further backed up his other aircraft. What my copilot should have said was that we were heading 340 degrees on the 160 degree right inbound. I guess during the busy time after the miss at asg, the copilot was very busy and made the error in position reporting. On the way to the 13 DME fix on the 077 degree right, ATC was informed several times we needed a diversion and climb as soon as possible due to the fuel situation with no response. Finally turned over to ZME and we landed at hro with the required 45 min reserve fuel. I called fyv via phone 3 times to see if they had any questions and apologized for backing up the other traffic. They did not understand why we did not make it and other aircraft did, and I explained about the localizer-G/south problems we had. Fyv ATC said they were going to file an assist report. Problems with this flight were as follows: 1) fyv AWOS did not report a ceiling at all. Could lead someone into trouble. 2) this area is getting heavy with traffic and needs radar in the worst way before there is a midair. 3) copilot making a bad position report and ATC giving a long clearance during a busy time (map procedure) and being IMC it was bumpy. 4) controller overload (had several aircraft fussing at him that were in holding). 5) fyv ATC did a good job and the controller was doing as best as he could with the # of aircraft he was working. 6) my copilot and I reviewed the situation to see what we could improve on. 7) another company pilot that used to fly commuters in/out asg said the navaids were unreliable at times.

ENRTE TO FYV, WX FOR ASG WAS OBTAINED THROUGH AWOS AND I WAS RECLRED TO ASG. UPON DSNT, FLT WAS CLRED TO RZC TO HOLD S AT 4000' (VFR CONDITIONS). WE WERE S OF RZC IMC, WHERE THE MAP PUTS YOU, AND WERE FLYING THE PUBLISHED MISSED PROC. DURING THIS TIME WE WERE BUSY AND FYV ATC GAVE US A CLRNC OUT OF CTLED AIR ON THE RZC 077 DEG R, 13 DME TO HOLD. WE HAD TO ASK TWICE DUE TO WORKLOAD IN THE COCKPIT. PROBS WITH THIS FLT WERE AS FOLLOWS: 1) FYV AWOS DID NOT RPT A CEILING AT ALL. COULD LEAD SOMEONE INTO TROUBLE. 2) THIS AREA IS GETTING HEAVY WITH TFC AND NEEDS RADAR IN THE WORST WAY BEFORE THERE IS A MIDAIR. 3) COPLT MAKING A BAD POS RPT AND ATC GIVING A LONG CLRNC DURING A BUSY TIME (MAP PROC) AND BEING IMC IT WAS BUMPY. 4) CTLR OVERLOAD (HAD SEVERAL ACFT FUSSING AT HIM THAT WERE IN HOLDING). 5) FYV ATC DID A GOOD JOB AND THE CTLR WAS DOING AS BEST AS HE COULD WITH THE # OF ACFT HE WAS WORKING. 6) MY COPLT AND I REVIEWED THE SITUATION TO SEE WHAT WE COULD IMPROVE ON. 7) ANOTHER COMPANY PLT THAT USED TO FLY COMMUTERS IN/OUT ASG SAID THE NAVAIDS WERE UNRELIABLE AT TIMES.
